The tropical Seiren Island is a paradise for hedonists, governed by the notorious “Perversion Law” that grants near-absolute sexual freedom without taboo or restraint. With the island’s health organization (SHO) distributing contraceptives and maintaining wellness checks, visitors and residents alike indulge in endless physical pleasures without concern.

However, high school transfer student Junnosuke Tachibana finds the island’s culture revolting, holding firm to his belief that intimacy requires genuine love. Accompanied by his younger sister Asane, Junnosuke’s refusal to conform quickly draws dangerous hostility from the authorities. His life changes when he meets Nanase Katagiri, a captivating local woman who secretly rescues him from SHO and introduces him to an underground resistance fighting to abolish the oppressive law once and for all.
